Using LOCAL_LISTENER

Local_Listener is used to tell the database not to register with the LISTENER on the host at port 1521, the default. You can change it as shown :

RAC Oracle Raw Disk Permissions.

Don’t play with the permissions on raw devices. Doing so can render them unreadable to oracle.
